PROCEDURES FOR PRECINCT CAUCUS SATURDAY, FEBRUARY 18, 2012

Precinct caucuses shall be held at voting precincts on Saturday, February 18, 2012 at 10:00 AM.  The principal purpose of the precinct caucuses shall be to elect delegates and alternates to the county Democratic convention.

The county Democratic Executive Committee shall appoint a temporary chairperson and temporary secretary for the precinct caucus.  The temporary chairperson and/or temporary secretary shall contact the county board of supervisors to secure access to the voting precinct facilities, and shall open the precinct no later than 9:30 AM.
All participants in the precinct caucus shall sign one of the following statements, as applicable:

but will attain the age of eighteen on_________________________________, and I expect to be a duly registered and qualified elector of _________________________County prior to the 2012 Presidential General Election
on Tuesday, November 6, 2012 , will vote at the____________________________________ precinct, and that I consider  myself a member of the Democratic party of the State of Mississippi, and that I am not affiliated with any other political party.

There shall be a roster for all participants to provide all contact information.  Upon arriving at the precinct, participants shall sign a statement and complete the roster.  If no roster is provided, a list shall be prepared that includes name, address, phone number, email address, and a signed statement that the participant is a Democrat.

Promptly at 10:30 AM, the temporary chairperson shall call the precinct caucus to order and the temporary secretary shall record the minutes.  If no temporary precinct caucus chairperson or temporary secretary is present at 10:30 AM, any participant may call the caucus to order.  The first order of business for the precinct caucus shall be to elect a permanent chairperson and permanent secretary by majority vote who shall then preside and record the minutes for the remainder of the meeting. No secret ballots or proxy voting
shall be permitted, and all elections shall be by majority vote. The precinct caucus shall elect an equal number of delegates and alternates to the attend the county convention, in proportion to the vote cast in that precinct for governor in the 2011 general election, with two delegates and two alternates apportioned for the first 149 votes cast for the Democratic nominee and two delegates and alternates for each additional 100 votes cast for the Democratic nominee.  Delegates and alternate positions shall be evenly divided between men and women. A voter need not be present to be elected delegate or alternate, but they must be a voter in the precinct and a Democrat. No person shall be required to state their presidential preference at the precinct level.
The precinct caucus chair and secretary shall prepare and provide written credentials to all precinct delegates and alternates to the county convention. The county convention will be held at the county seat at 10 AM on Saturday, March 10, 2012. Upon the adjournment of the precinct caucus, the permanent precinct caucus chairperson and/or permanent precinct caucus secretary shall submit the roster, minutes, signed statements, a list of delegates and alternates, and all other materials to the county Democratic executive committee at or before 2 PM on Saturday, February 18, 2012, or shall submit all information via fax to state party headquarters at 601-354-1599.
